Equipped with the Quantum System, this model can produce sound even when operated with a non-digital power supply controller.

The 13th-14th batch, which was stationed in Hiroshima from the mid-1960s and later relocated to Tokyo or Ryuge in the late 1970s, serves as the prototype.
The roof remains brown. The pantograph is the PS15 type, and the lightning arrester is the LA15 type. The front features the original-style windows, and the central monitor window is modified with an H-rubber-supported design. The product includes a Joban radio antenna.

The EF15 type DC electric locomotive, designed to meet post-war freight transport demands, saw 202 units built between 1947 and 1958.
Sharing components with the EF58 passenger locomotive, it featured MT41 or MT42 traction motors and LT129 bogies.
Variations arose due to multiple manufacturers and later modifications, such as sealed beam headlights and window designs.
Initially deployed on major lines like Tokaido and Tohoku, steep gradients on the Ou and Joetsu lines led to 24 units being converted into the EF16 type.
The EF15’s operations declined with the introduction of newer locomotives, ending in 1986.
