The OSHI17 was initially introduced as the 1st-type model for express trains like "Tsubame" and "Hato" in the Ao-Daisho(light green) color scheme. Production continued to replace pre-war dining cars.
By the 3rd-Type model, the emergency doors near the smoking area were removed, and the fixed windows in the dining area adopted H-shaped rubber mounts, eliminating the need for drip rails. (Windows on the service doors were introduced starting with the 2nd-Type model.)
